Trade policy is changing commercial timing. Infrastructure capacity is tightening. And capital is positioning around strategic infrastructure.

The common executive challenge: preserving options before constraints become binding.

Executive Take

Decision-makers are confronting several forms of constraint simultaneously. Commercial transit through the Strait of Hormuz remains severely constrained and volatile, with continued low visible vessel traffic, attacks on two Saudi crude tankers and renewed U.S.-Iran escalation further increasing immediate security and operating risk around the corridor. The Panama Canal is reducing daily transit capacity while managing vessel-draft restrictions. Canada has announced counter-tariffs covering C$27.6 billion of U.S. imports. West Coast container volumes remain substantial, but trade-policy-related shipment timing complicates what those numbers say about durable demand. Bank of America has launched an initiative targeting $250 billion of qualifying activity around critical infrastructure.

The ORB View

Taken together, these developments point toward a strategic shift:

COST OPTIMIZATION → OPTION PRESERVATION

Efficiency remains essential. But operating systems optimized too tightly around routes, inventory, infrastructure capacity or capital can become vulnerable when conditions change rapidly.

Where could today’s constraint create tomorrow’s second-order consequence — and what option should be preserved before that constraint becomes binding?

ORB Signals

ROUTE OPTIONALITY — Can critical cargo, energy or inputs move through viable alternatives when a major corridor becomes constrained?

POLICY TIMING — Are commercial decisions changing before tariffs or other government measures become effective?

EFFECTIVE CAPACITY — Are operating constraints reducing the economic usefulness of infrastructure beyond headline capacity statistics?

CARGO COMPOSITION — What is actually driving changes in headline cargo volume?

CAPITAL READINESS — Is institutional interest being matched by projects sufficiently developed to attract financing and move toward execution?

Strait of Hormuz

Constraint and Escalation Reinforce Route Optionality

ORB SIGNAL: ROUTE OPTIONALITY

Commercial transit through the Strait of Hormuz remains severely constrained and volatile. Reuters reported September 1 that preliminary Kpler tracking showed five visible commodity-vessel transits on Monday, compared with a recent 10-day average of approximately 14. Four vessels entered the Strait and one exited, with no liquid tankers recorded. These are preliminary proprietary tracking estimates rather than an official comprehensive vessel census, and vessels operating with transponders disabled are not captured.

The security environment also deteriorated further. Reuters reported that two supertankers carrying Saudi crude were struck by unidentified projectiles while transiting near Khasab, Oman. No casualties were reported. On September 1, President Trump described the latest U.S. strikes against Iranian targets as justified and warned Tehran against further retaliation. Taken together, the developments reinforce the elevated near-term escalation and commercial-navigation risk around the corridor.

The ORB View. The strategic issue is increasingly not whether the Strait is technically open on a given day, but whether businesses can confidently plan around it. A corridor does not have to close before uncertainty changes routing, scheduling, contracting or inventory decisions. Continued low visible traffic and direct attacks on commercial tankers strengthen the case for preserving commercially viable alternatives.

Decision Implication. Organizations exposed to strategically vulnerable maritime corridors should identify which alternative routes, supply arrangements and inventory strategies must remain executable before cargo commitments or operating conditions eliminate those options.

Sources: Reuters, Aug. 28, Aug. 31 and Sept. 1, 2026; International Maritime Organization, Aug. 28, 2026.

U.S.-Canada Trade

Policy Becomes an Operating Variable

ORB SIGNAL: POLICY TIMING

Canada has announced counter-tariffs covering C$27.6 billion of U.S. imports, with product-specific rates of 15%, 25% and 50%, effective September 8.
